Procurement of a single Contractor to deliver a seven year Planned Maintenance and Responsive Repairs Contract


The commission involved the delivery of an entire Strategic Procurement Project, from inception through to contract execution, and included the following stages:

Stakeholder Engagement
Identifying the context, aspirations/objectives and current issues being experienced through a comprehensive set of interviews with relevant stakeholders.

Strategic Brief Development
Identifying and appraising the various options available to best satisfy the objectives and minimise/remove the issues, and developing an appropriate strategy for implementation.

Pre Qualification Stage
Designing an appropriate Pre-Qualification Questionnaire to ensure only appropriate contractors were invited to Tender

Tender Stage
Producing Tender Documentation (and appropriate supporting scoring mechanisms and criteria) and administering the ITT on behalf of the client.

Interview and Presentation Stage
Developing and producing appropriate Interview and Presentation subject matter and associated scoring methodologies.

Feedback provision
Providing feedback to unsuccessful candidates at both PQQ and Tender stages.

Contract Notices
Issuing appropriate Contract Notices to the Official Journal of the European Union (OJEU), as required by EU Procurement Regulations.


The Contract with the successful contractor, HT Forrest, has been in effect for 1 year now, and the clients are very happy with the results.

Service levels under the contract have improved, and the contractor’s commitment to Community Benefit and Customer Service also increased significantly.

Furthermore costs have reduced in comparison to previous rates, meaning that Unity’s objectives of improved Service Delivery (Time), Service Quality, and Service Cost have been achieved as a direct result of the procurement project.
